My Lord,
I have the honour to refer to Sir R. E.
Stubbs' confidential despatch of 12th April, 1923,
25/2garding the salary limits in Colonial Regulation

No.29 (now No.17) and to suggest that in view of the
alteration in these limits promulgated in the new edition
of the Regulations, it is desirable to make corresponding
alterations in the equivalent categories of local
appointments.

For Class I, I submit that the local
equivalent should be raised to $3,800 and that for Classes II and III the dividing line should be $6,000. This will have the effect of placing in the absolute
discretion of the Governor all appointments in the non- European Clerical Establishment below Higher Class and all other non-European appointments except professional appointments such as Chinese Medical Officers, Engineering
Assistants, etc.
These professional appointments would
remain as at present in Class II and be included for Your
Lordship's consideration in the quarterly returns.
